Rosie is District Councillor for Brize Norton & Shilton ward, which also includes seven hamlets north of the A40, in the parishes of Swinbrook & Asthall.
Elected to West Oxfordshire District Council in 2022, Rosie is the leader of the Green Group and is known on the Council as a champion of putting planet first. Rosie has in the past served on Scrutiny and planning committees, but is currently on the Carterton regeneration working group, the Constitution working group and the Local Plan working group, where she has been pressing for stronger policies enabling local food growing.
In February 2025, Rosie proposed a motion to the Council on local government reform, arguing that it should be used as an opportunity to introduce a fairer voting system.
Rosie lives at Asthall Manor, where she hosts a community supported agriculture scheme, and has introduced natural flood management and biodiversity improvement. She also uses the space to promote community groups and small businesses, especially those in the arts and environmental sectors.
Rosie is a member of the conservation volunteers group which helps to look after Kilkenny Lane Country Park, in her ward. This park is being managed for biodiversity, and one of Rosie’s first actions as a councillor was to prevent an area of wild orchids from being destroyed by a new car park.
